Kamala Harris is young and new in the American Political Theatre, yes? Vice Presidents have to develop their agenda before they can begin taking action, right? And she is inexperienced. Mike Pence was not a "super star" in his role as VP. I can't recall any Vice President who has stood out as pro-active or prominent in public forums. I think the role is more like a "training post" to help a potential future candidate for the presidency develop his/her political stance and a philosophy that might convince voters to support her in a future election. This is a process -- it takes times. I've seen Kamala Harris on TV in debates. She seems to be strong-minded, (opinionated) -- she could be more pro-active later in the president's administration. It's early yet for this kind of speculation.
